This is a programme of support which aims to assist North West Local Authorities and LSPs in tackling climate change through reducing carbon dioxide emissions from their own estate and local areas.

Funding is provided by the NW Regional Improvement and Efficiency Partnership (NWIEP), and the programme is run by 4NW on behalf of the North West Climate Change Partnership.


The overarching aim of the programme is to provide support for all NW Local Authorities, on the reduction of CO2 emissions from their own estate and wider local area, with particular emphasis on the implementation and progression of National Indicators 185 and 186. The programme also aims to assist with NI188 on adaptation where possible and provide generic training on climate change to all LSPs.


Specific objectives include:

• Provide networking opportunities for local authority officers
• Channel advice and information into the North West
• Publicise best practice from the North West
• Provide a virtual learning centre and information resource for LA officers
• Devise a NW Climate Change Pathway, track and demonstrate the progress of LAs in NW in reducing CO2 emissions from their state and wider communities
• Improve awareness and understanding of climate change (causes, effects, adaptation and mitigation measures) by LSP members
• Provide consultancy advice and support around NI 185, NI 186 and NI 188 to NW Local Authorities
• Provide a series of targeted master classes, seminars & workshops on issues key to CO2 emission reduction, monitoring and reporting.

The programme started in September 2008 and activity is planned through to March 2010 with potential for a further year.
